DDOT’s Certification Portal Is Now Live: “Start Your IFR Reevaluation Today”


To Our DBE Firms:

We are pleased to announce that the District Department of Transportation (DDOT) is now accepting submissions for DBE Certification Reevaluation, effective April 17, 2026.

DBE firms are a vital part of the transportation industry. The District Department of Transportation (DDOT) remains fully committed to administering the Disadvantaged Business Enterprise (DBE) Program in alignment with the U.S. Department of Transportation’s (USDOT) Interim Final Rule (IFR). Our goal is to continue fostering equitable opportunities for DBE participation with federal requirements.

What This Means for You:

The owner of a currently certified DBE must submit a Personal Narrative along with a current Personal Net Worth (PNW) statement, and any other financial information the owner considers relevant, in accordance with 49 CFR §?26.67. In accordance with 49 CFR § 26.68(b), a certifier may require an owner to provide additional information on a case-by-case basis to verify the accuracy and completeness of the PNW statement, including, but not limited to:

In-state: Currently certified DBE firms whose Jurisdiction of Original Certification (JOC) is the District of Columbia are required to submit a personal narrative and Personal Net Worth (PNW) statement, and other supporting documents.

Interstate: Firms must submit a re-evaluation certification letter from their home state (JOC) stating that they have been re-certified in accordance with the IFR, issued on or after October 3, 2025.

New applicants: Firms may apply; however, note that DCUCP must prioritize the reevaluation of firms on active contracts first. We will process new applications on a first- come first- serve basis after we’ve cleared reevaluated firms from the docket.

PSA: It has come to our attention that due to external system gaps, firms certified by DDOT are absent from the DCUCP Directory managed by the Metropolitan Area Transit Authority (WMATA). We first wish to apologize for this; both agencies are aware of the system gap and are working diligently to address the data migration error. Please note that although DDOT does not manage the DCUCP Directory exclusively, we are working with our partners to ensure an accurate reflection of all firms certified by DDOT. We are committed to addressing any inquiries and needs as they arise.

We’d also like to remind firms to be mindful of potential cyberattacks known as “phishing,” as the number of phishing emails tends to increase during the summer. The phishing messages are designed to trick you into visiting malicious sites or downloading malware that steals data and damages networks.

Be cautious and note that emails from the B2GNow system should contain (ddot@gob2g.com). Please note that DDOT staff will always communicate from their official government emails or the B2Gnow System and will never request any information such as your passwords or credit card information via email or request users to update their accounts with a deadline of 24 hours or less. Additionally, DDOT/DCUCP does not refer to your certification as a license. If you suspect that you have received a suspicious email from DDOT/DCUCP, delete the email immediately..
